Hey, Yannick and I collaborated to make this, and we decided that it may be able to fit as one of the themes you needed.
I was thinking maybe an admin theme? Doesn't seem intense enough to be a Leader/Boss theme

I could imagine this as a "Resistance Lieuteniant" theme (they take the place of Gym Leaders in the first half of the game).

Ah Resistance Lieutenant; i was wondering how you would replace the gym leaders. That's a really cool idea; will they be new characters or characters from other games? Either way i'd be glad to do some character designs if you'd like.
Btw, I finished line art of the player characters; expect flat color studies in the next few days.

Some Lieutenants will be new characters, but others include ones previously encountered, even some that don't show up in the games (i.e. manga-exclusive characters)
Some of the Lieutenants are as follows, and not all of them will be fought (some are mentioned only in passing):
-Yellow (she just HAD to be in this one)
-Leaf (originally known as Green in the manga)
-Blue (not fought; prisoner of Team Nova-Rocket)
-Gold (killed by Silver during the uprising; mentioned in a conversation between Red and Yellow)
-Crystal (killed by Silver during the uprising; mentioned in a conversation between Red and Yellow)
-Daemon (an alias used by a Team Nova-Rocket Spy; is fought by the player after he/she defects to the Resistance)
Keep up the good work people! I'm working on stuff here too so you know (still need programmers, but I'm coming up with a storyline).

@ray: All right then. I'll go with the first color scheme for both of them. Besides the uniform color, how's the hair color? They're all interchangeable really. I only ask because when I do their Resistance outfit, the hair color will have to be the same.
@stein: You're right about the yellow. I wasn't sure about it myself. I was mainly taking inspiration from Executive Petrel's uniform from HG/SS.

Brown Hair's good for Aran. Dark Red would be good for Vara.
I'm also going to be working on redesigning the Executives to fit their roles better. Each one has a specific specialty that is listed below:
-Atlas: Chairman of the Commission for the Public Enlightenment (the Commision for the Public Enlightenment is the Propaganda Department)
Gemini: Spy Master and Communications Officer
Titan: Strategic Advisor (essentially the General in charge of their offensive forces) and Silver's Second-in-Command.
Redstone: Head of the Research and Development Commision, codenamed "Specter of Enigma" (the department that created Genetex)
I will draw concept sketches first, then we can work on sprites.

You know, I'm thinking these execs should have Nazi-esque uniforms. Hearing all these things about propaganda and stuff, the only thing I can think of is the rise of the Nazi party. Maybe all the grunts could have a red R on their arm? Belts and button-up coats are a must. I know that the uniforms have already been designed, but I think this is pretty important to make Team Nova Rocket truly seem like the most evil group in any Pokémon game. After all, who was the most evil group in real world history?
I think Atlas should undoubtedly seem the most like Hitler. He should be short. stalky, and middle-aged. No toothbrush mustache, though. Or maybe he could look like Lenin or Stalin.
I think Gemini should be incredibly skinny and very nimble-looking. He should also have a bluetooth or some sort of device like that.
I imagine Titan like Lt. Surge, but without all the tone. A very large man, on whom you can't tell if he's incredibly fat or just really strong.
I think Redstone should have a labcoat of some sort, and a big R on his chest. And looking insane would help.
Of course, again, it's not my hack.

Since we're talking about the Executives, i think i'll go ahead and design the different Rocket troops that are under their command. The one that Aran/Vera is a part of should be easy. For the other ones I already have some ideas. Just to make sure, how many different Rocket types are there?

@fh: The following are different Rocket operative variations:
Leader (Exclusive to Silver)
Executive (Exclusive to Redstone, Atlas, Gemini and Titan)
Officer (The Nova-Rocket Admins; they are just below the Executives in rank)
Commando (Elite units trained to be expert trainers; commanded by Executive Titan)
Spy (Extremely dangerous opponents that also work as assassins; they are under Gemini's command)
Researcher (Intellectuals that are skilled in strategy; they are hand-selected and placed under command of Executive Redstone)
Guard (The Secret Police; commanded by Executive Atlas)
Soldier (Essentially, these are the Grunts, their names being changed as they are far better trained and therefore much more dangerous than their predecessors, though overall are only a threat in groups; [the player] starts off at this rank)
So to answer your question, there are eight different types.
